cheapest phone unlocking?

Hi my phone is dying so I've got hold of a family members phone for use, but it's locked to EE. I asked a phone unlocker in my town and they said its £25 which seems like quite a lot? Or is that normal.
I just got this phone as a placeholder while I wait to buy a new phone, using this so I don't have to spend money right now, so paying £25 to unlock it seems to negate the idea of saving money.

Get the previous owner to unlock it by asking their network.

You can often get phones unlocked through sellers on eBay for 99p or thereabouts. But it depends on the make & model and how easy it is to unlock, start by having a Google before spending any money.0
