cheapest phone unlocking?

Hi my phone is dying so I've got hold of a family members phone for use, but it's locked to EE. I asked a phone unlocker in my town and they said its £25 which seems like quite a lot? Or is that normal.
I just got this phone as a placeholder while I wait to buy a new phone, using this so I don't have to spend money right now, so paying £25 to unlock it seems to negate the idea of saving money.

Can't because he is dead.

I assumed network cant unlock a phone with anyone other than the name on the contract

You can often get phones unlocked through sellers on eBay for 99p or thereabouts. But it depends on the make & model and how easy it is to unlock, start by having a Google before spending any money.
