    Because that's what the law says - it was the same for ESA which UC replaces.
    Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

    The rules are the same for everyone. Onset of the injury or disability is completely irrelevant.

    However they don't assess your walking ability, they assess your mobilising ability - if they reckon you could reasonably use a wheelchair to move the relevant distances they'll likely deem you fit for work, unless any of the other activities score you points.

    The other thing to consider is how soon you are reasonably expected to recover - there are rules about the duration of any disabling condition. It is very possible your work coach has used their discretion to turn off work search requirements due to your injury, rather than refer you for a WCA because it is expected to be temporary.
