Coventry Easy Access ISA 1.25% and Tesco Instant access ISA 1.23% are both flexible.
YBS single access ISA 1.35% is also flexible, if you only want the one withdrawal0 -

YBS - interesting info: I agree they say it's flexible, but I'm not sure one w/d per annum on the anniversary of opening fits with my idea of flexibility - I'd have to think how I could use that 'advantage'.0
