Update: Parking Eye replied to the appeal saying that my friend hadn't provided the name of the driver and "ParkingEye have placed this charge on hold for 28 days to enable you to provide the evidence requested. If this information is not provided within 28 days, the appeal may well be rejected and a POPLA code provided."
More than 28 days have passed but he has not received a rejection letter or POPLA code. However, today he received a payment reminder.
Where do we go from here? We need a POPLA code to appeal to them.

Has it been 35 days?
If so, email them and state that accoridng to the BPA CoP the time for them to reject the appeal has now passed, and the appeal is considered automatically accepted.

Yes, it was 35 days on Saturday, 18th August. Do you know their email address? When they emailed on 16th July it was from a noreply email address so I don't know if a reply would get through. I can't find an email address on their website.0
