Assuming that you are not in Northern Ireland it will be the plastic photocard.
The paper part of the licence was discontinued in most of the UK a while ago and as such is worthless.0 -

OP - if you currently have a photocard, then that's what you send. The paper counterpart became irrelevant a couple of years back, and could have been binned then.
If you still have a pre-photocard licence, because you haven't changed/renewed your licence or address since the 90s, then that's what you send. You'll get a photocard back.0 -

No.Yes, he would. DVLNI in Coleraine closed down a few years ago, and everything was moved to Swansea.

Just clarify the even older paper green licences are still valid0 -
