HelpToBuy ISA --> Other ISA

Hi, if I had a full help to buy ISA and was buying a house using only money saved in a lifetime ISA (and none of the money in the HelpToBuy ISA), could the money in the HelpToBuy ISA be transferred into another ISA (such as cash/s&s/ifisa without counting as a contribution? I know it cannot be transferred into a LISA.

Edit: Equivalent question if its clearer would be, if not buying a house, could HTB savings be moved into another ISA without being a contribution?

    A HTB ISA can be transferred just like any other cash ISA if not being used to buy a home.
