Appeal site wont acept my VRN

The WEB site will let me pay the ticket but not appeal perhaps the appeal site doesn't like the reference number and VRN , I can't put any VRN in the site just states:
"Please re-enter the correct Vehicle Registration Mark. The information currently given is not correct - please re-enter with the correct information in order for your appeal to be logged and processed."0 -

All numbers no letters is a Guernsey plate.
Jersey plates start with a J followed by numbers.Always remember to abide by Space Corps Directive 39436175880932/B:

regarding the appeal proper.
