ive just send my intial appeal, looking at sorting out my draft for POPLA, i was hoping these Terms might be different from other PE ones but guess i was wrong0

Another driver got the same PCN fo 37 mins which the driver now wants to appeal.
As you said this car park but was pay and display but it was changed at some point. The signs were not seen because the car park is so poorly lit and signs are not clear.
The driver has some experience in appeals both private and regulated (see my APCOA Luton) with excellent help of the people in this thread.
What I don't understand is that you have to enter the car park to read the "contract", but by doing so executing the contract.
The driver would be interested to read your POPLA statement. Is that something you share or private message to me please?

The driver would NOT, it's from more than 2 years ago! An ancient 2016 archived thread.
Every single poster here beats APCOA easily at POPLA, and all you need to do is search the forum for APCOA POPLA and find more recent ones.
