I have tried to contact Civil enforcement Ltd today but there was no option to speak with anyone.

Reply and say you were not asking about 'appealing' and have no idea why she would suggest that as an option. To be clear, this is not a real Council parking ticket and not the liability of a registered keeper like yourself at all.
Give her CEL's email address instead. Do not ad lib about who was driving, nothing about who parked, that she might forward to CEL.
Reiterate you do NOT want or need Homebase to ring/email to 'APPEAL' and do not need her advice on 'appealing'. You need them to step in and simply, immediately cancel the PCN, just like Halfords and Aldi and Tesco and Morrisons and Lidl and other firms do when customers complain about this over-zealous ticketing of customers. If she cannot do so, please escalate it to someone who can, this week, now.
Indeed it is well known that B&Q and Wickes have kicked parking firms out for exactly this sort of aggressive ticketing. And what is worse for you, is that CEL have started to sue people who do not manage to get the scam PCNs cancelled.
Say that you are aware Homebase have cancelled PCNs before and you require Homebase to step in if they wish to retain your family's business in future. And if this is not resolved this week, you will be putting a complaint on their (Homebase's) facebook page and complaining to the Store Manager as well as spreading the word on other social media sites including Twitter - and a national online forum about these parking cowboy rip-offs is watching your thread with interest already...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I can advise you as we do not own the car parks at any of our Homebase stores and also we do not employ this company. This is an independent company who monitor
the car parks and we cannot override any fines. As my colleague as previously advised as this has now gone to a debt collector, I do apologise we are unable to assist
you further.

Reply to Customer Services again saying that you know Homebase have been able to cancel these INVOICES in the past, and them retaining you as a customer hinges on their ability to call off their agents. Demand they either (a) escalate it to someone who can do so, or (b) contact the landowner and get them to cancel it. Keep on at them until they do something.
Also, take whatever paperwork you have into the store in question and demand that the manager cancels it.0 -
Ok so after sending an email to Paul Loft, the CEO I have just received this,
Thank you for your e-mail regarding a parking fine received when visiting our Birmingham Kings Heath store.
I am very sorry you have received a parking fine. As this parking fine went forward to a debt collecting agency I presumed it could not be cancelled. However, I have
found the company who monitor the car park at this store and they are called Versatile Parking. I have rang the store and spoken with Chris one of our managers
and asked that they call this company up and cancel the parking fine. I have also given the PCN number with your car registration number to provide to the company. Chris
said she will call them straight away.
If you would like to send me your telephone number I will call you and speak to you regarding this matter.

Just wondering, is it normal to have a company run a car park and then receive letters from another company? In this case its apparently Versatile Parking that runs Homebase carpark but I'm receiving demands from CEL. Are these one of the same?0
