Orange have taken a variable adjustment charge

I am on orange pay as you go and i havnt used the phone for over a month and upon checking my account online looking at recent usuage, they have taken a £1.06 variable adjustment charge from me?
I havnt used the phone and cant find any explanation about what this was for

well no because they charge you to ring and this is just an old phone i keep for emergencies so now only 25p credit on it. I was going to pop into an orange shop and ask them but i just wondered if anyone knew the answer.0
