Bereavement allowance rates- When will they be 'less' than in this chart ?

Bereavement allowance rates, are on this below chart
giving the age against the amount

The actual amount you may get depends on:
the overall level of your partner or civil partner’s National Insurance contributions
your age at the time of his or her death
but in what circumstances will that rate per age be less than stated?
you age - lets assume your age is 59, which states £105.95, but in which case scenarios would they give 'less' than £105.95 at the same age of 59?
eg- if your partner who passed away did less than 30 years of national insurance contributions ?
is there a certain minimum amount of years NI contributions/work that the partner had to have done, to have qualified for the full rate, of £105.95
and
The rate of Bereavement Allowance may be reduced if your late husband, wife or civil partner did not pay enough national insurance contributions.
does that mean they didnt pay the minimum years of NI contributions? What is the minimum amount of years the partners have to have worked for full time, to qualify for 'enough' NI contributions, to get the 'full' rate per age?
(eg 25 years of work NI contributions? 28? 30 years? etc)

Click on the link and work your way through. From a quick read the number of years is 39 years for women and 44 years for men. (30 for state pension)

39 years for the age of the woman who has 'died'?
and 44 years of the age of the man who has 'died'?

I understand from your previous post that the 53 year old was widowed in February this year.(she is 53, has paid NI contributions, he was working for 40 years, and he paid NI contributions)
According to https://www.gov.uk/bereavement-allowance/what-youll-get
what the widow will receive depends on her age at the date he died (53)
and the overall level of her late husband's National Insurance Contributions.
It would appear then that this particular lady would be eligible to receive up to £91.12 for 52 weeks after the death of her husband?
It would appear that she can check on his NI situation if she needs to do so?
She would need to ring if this form is not appropriate?
