    Nowse, it is impossible for a planner to give you an indication of % increase in size, all applications are considered on their own merits there is no hard and fast rule as every situation is incredibly different.

    All planners work to guidlines (UDP), but it is then at their discretion how they interpret those guidlines, what is considered to be over development in one road may not necessarily be considered such in another. It all depends on over all massing, both in consideration of the plot of land the property is on and in comparison to surrounding properties.

    You have a far greater chance of receiving permission if your property is small in comparison to others in the street and the plot your property sits on is large in comparison to the property. Overdevelopment, which is what they are actually implying by their use of 'disprortionate' is individual to each case and takes many many factors into consideration, such as the style of property, whether it forms a set of terraces or simular properties, size of plot etc etc. You have to remember that the planners are only concerned with the effect of the changes to your property on the local area, which includes the streetscape, the neighbours, traffic, density of occupation, living standards (not applicable in your application but set out in minimum room sizes for new builds) and the list goes on.

    The fact that the OP is proposing to double the size of the property is not by any means any indication of anything! But to talk to the planner pre application is always a good idea, preferably with a pre application site meeting.
