I am a Landlord. Yes LLs can do whatever they please, but if they think they are going to pass on all their rising costs to their tenants, then their tenant will move.
I wonder if some of these LLs have a business plan or just assumed there would be continual HPI, low lending, low unemployment and mass immigration.

Landlords have to charge the rate set by the market or their house will sit empty and they will still have to pay their fixed costs - eg mortgage.
I don't accept this argument that rents will rise - disposable incomes are falling and falling fast, this will force rents down.0 -

I see it like this.
In Nov 2006 I charged £325 pcm rent
In Jan 2007 I charged £85 pw rent (13.3% increase on Nov 2006)
In Jun 2007 I charged (and I am still charging) £420 pcm (14% increase on Jan 2007)
I try to keep 10-15% below similar proprties on RM. Currently about 16% under).
I have a very happy tenant and next April I plan to increase the rent to £460.
Still great value for a 4 bedroom house.
