Talk Talk do not charge for unconnected calls.

A very short connected chargeable call would be charged as follows.
6p connection and a one minute increment.

"Calls are charged in one minute increments (with any part minute rounded up to the nearest minute). Individual call charges will then be rounded up to the nearest penny. Your total call charges rounded up to the nearest penny"

If you're not connected then you shouldn't be charged. Have you called Talk Talk to query this?

If you are being charged for an unconnected call then something is wrong and you should take this up with them.

Why not post on their forum http://www.talktalkmembers.com/ where their geeks hang out.

That really does sound fishy, I've never heard of being charged for an engaged tone.

If that's the case I'd contact them again and threaten to report them to Ofcom.
