Problem in windows vista

Some of my icons on my desktop have got a light green square on them that covers the whole logo. This has only just started happening. All other user accounts on the same system are not affected.
I have tried the following things to try and get rid of this:

I don't know why it might have happened, but you could try rebuilding the icon cache:

this happened to me a few months ago and I was going to do a complete reinstall, but it dissapeared after a few days. The only thing that I had done was install some vista updates0

Hold down Ctrl and roll the mouse wheel. The icons will resize one way or t'other. See if the green box goes with them.0 -

I did a windows update about a week ago but this problem wasn't happening on sunday and I did a system restore back to sunday.0

First guess is that it is a problem with the shortcut arrow but IE on your desktop isn't a shortcut.
Try this:
Click Start => Programs => Accessories
Right Click on Command Prompt
Select Run as Administrator
Right click on the taskbar and choose Task Manager
Click on Processes
Click Explorer.exe
Click End Process
Now back to the command prompt (black box)
type: cd appdata
return
type: cd local
return
type: attrib -H IconCache.db
return
type: del IconCache.db
return
Now go back to the Task Manager window
Click Applications
Click New Task
in the box type: C:\Windows\explorer.exe
This will rebuild the icon cache (you may have to reboot after)0 -
IE is a shortcut on my desktop.
I used Fxvisor to remove the shortcut arrows on my icons, so I experimented by using it to put them back again and IE had a shortcut arrow.
If your fix doesn't work CHR15, perhaps the OP could try running Fxvisor?
