How do people get away with this ?

I was looking to buy a 'Scrubs' 2nd Series dvd the other day as a present, and after finding it cheap on play.com, I decided to look on ebay to see if it was any cheaper.
I was shocked to come across a load of links similar to this :

Obviously I know all 4 series' aren't out yet, so I know it must be copied of the TV or something.
Also, they aren't even to be played on a DVD player !
How can this be legal ?
And how come police / fact etc don't simply look on here to prosecute pirates ?

There is always lots of pirate DVDs etc for sale on ebay. Most of the time EBay may find them and take them off sale, ie, cancel the listing. I was buying a DVD a while back, not realising it wasnt yet out, and it was cancelled, however I had already paid for it, and still got the item and it was really good quality.Weight Loss - 102lb0

As long as eBay are making their commission out of the sale, they won't bother putting too much effort into removing these. Yes, they will often remove items if they are reported, but they will not actively remove listings unless provoked.
Sad state of affairs
