ONLY if you are covered by seller protection - meaning that the buyer had a credit card confirmed delivery address and completed the expanded use process.
That's not quite true - you can still be covered by seller protection when shipping to unconfirmed addresses in some instances:

    From: https://www.paypal.com/uk/cgi-bin/webscr?cmd=p/pop/confirmed_address
...Postage to a confirmed address, however, is not a requirement for coverage under the Seller Protection Policy since not all PayPal users are able to confirm their addresses. If a transaction is eligible for coverage under the Seller Protection Policy, a seller must post to the address found on the Transaction Details page (regardless of whether that address is confirmed or not)...

I'm having problems getting a refund for goods purchased on e-bay which were not as described. Having no luck with the seller I filed a dispute with paypal who told me to return the goods to the seller for a full refund which I did. now the dispute has been denied and the case closed and I have no idea why. I have lost £70 and am getting nowhere with paypal and dont know what to do next.
  • I didnt realise that Paypal was so bad! Think I will use nochex from now on!
Happiness is wanting what you have, not having what you want.

Check your spam filter for email from paypal, they may have their faults but they don't close disputes without telling you why. Also, what does it say in your dispute console in paypal?

Nochex is rarely used unfortunately as it is a uK only payment method and so no good for sellers who want overseas sales.

Also watch the daily limits, they can be quite low. One thing, as a buyer never pay by nochex as you cannot do a chargeback (and that's why no one really uses it).

I have finally given up offering it in all my listings as I think I only ever had it used two or three times in several years so it ended up being expensive as I had to pay the additional 25p to withdraw my money each time as it never reached the minimum withdrawal.

Yes, PayPal sucks alright, they are not governed by the FSA...

    go check out https://www.pppay.com.

Can send and receive payments in $'s and Euros as well as GB£'s.

Cheaper than Nochex, no chargebacks, and very reliable since I've been using it for the last 9 months or so. Payments from a card incur a small receive fee, which Sellers can always add to their charges to cover it, if they wish to. Small 1% min fee for downloads. The best online payment method I've found to date, they ARE governed by the FSA.

Interesting. It looks like they offer quite a cheap escrow service as well.

I presume when you say no chargebacks that you aren't considering credit card chargebacks?

They e-mailed me to say the claim had been denied but not why! I have received an e-mail from them today to say it was because the info I provided did not prove delivery to the seller but I thought special delivery meant it had to be signed for.

Have you checked that the item was delivered? You can enter the tracking number on the royal mail website to find out.

Thanks I'll try this once the Royal Mail Website is back up and running. Would the parcel not automatically come back to me?
