Any ideas how to open and convert an old format file?

My next door neighbour has a very optimistic view of my computer knowledge. He is a great old boy, who has just received a CD of his great grand parents, but in an old format, ending .cps. He has asked me to "make it work"I have tried downloading Corel Paint shop but this did not recognise the format wither, anyone else any ideas?
