TV Licence Fee For Visually Impaired people?

Apart from blind people, is it possible for other visually impaired people (partially sighted and anything that can't be corrected with glasses) to get half price TV licences? As long as the licence is in their name, that is.
According to MSE there is, but Direct Gov says no.

From the TV Licence website, it seems the applicant needs to be either blind or severely sight impaired:To qualify for and claim the blind concession, you'll need to provide a photocopy of:
- A certificate or other document issued by or on behalf of your local authority* showing that you are registered as blind or severely sight impaired.
- Or a certificate from your ophthalmologist stating that you are blind or severely sight impaired.

It is ONLY for the Severe Sight Impairment/Blind Registration that the TV licence is free - unless of course the person is over 75yrs.

Your local Social Services should also be able to give advice and assistance. You may not be entitled to the free TV licence, but are you getting other benefits that you may be entitled to?
What your local social services will provide varies from area to area, and the local Societies also vary a lot but there IS a lot of information out there.
I work for my local Voluntary Society for Visual Impairment and my job is to let people know what they're entitled to. My colleague does assessments and issues the Sight Registration cards!
