Refused for AMEX Blue card

Applied online for Amex blue card but got a letter through the post today saying i wasnt being approved for one - what factors do they take into account when deciding this?
i meet all the criteria (earn a certain wage etc) - I have 2 other credit cards (one visa one with my bank which i use for most purchases and always pay in full -- one emergency card which ive used once) - do you get penalised for paying your balance each month? i.e not creating any intest charges for the bank
also just recently moved house (6 months ago - could that be a reason?) - and keep getting letters from debt recovery people every so often for a person who has never lived at my address -- could this be a reason??

If you are not on the electoral role at your current address, that is probably the problem.
