My husband has been made redundant. Will PPI cover his outstanding credit card balance?

You need to check your own T&C's to see what's covered.
For example, from Egg's PPI FAQ...
"How much benefit would I receive if I needed to claim?
If you were off work due to an accident, sickness or unemployment, your Egg Card account would be credited with one tenth of your outstanding balance each month."0
