Barclaycard 2.9% offer

I applied for the original 0% life of balance offer after being alerted to it my Martin on the radio. I never had a response from Barclaycard and assumed I had been unsuccesful. However I have received a letter from Barclaycard telling me that they have altered the terms of my card. I called them and was told that I was accepted for the original 0% offer, and that a card was sent to me, with a credit limit of £4500, but that offer was now closed and I had the choice of either the 2.9% for life offer or closing the card. I don't think this is on, as it is not my fault that I never got the card, and surely there are security considerations involved with cards being issued and not activated. Does anybody know where I stand on this? Any advice would be greatly appreciated.

Seems odd that both the pin advice, card and 1st statements all didn't arrive?
I'm sure if you explain the situation they may offer your the current 0% for 12m offer with the same credit limit? Has to be worth a try.
