i have shares with bradford & bingley and i have received a letter about buying new shares. I am unsure what to do as the shares are not performing very well. What do you think i should do?

Ultimately u have to do what you think is best, nobody on here can make investment decisions for someone else, if u have 250 shares u will have to decide whether you are willing to throw 100.00ish at B+B.
Personally I will probably throw 100.00ish @ B+B as I wont miss it anymore than ive missed my NR shareholding.0
