Whatever happened to Texaco CC?

Hi, I checked the texaco credit card before as I was considering a Balance Transfer (they had good rates last I checked) but I have noticed texaco are 'no longer looking for new customers'....?
Is this a reflection of the fuel crisis, the economy or somthing more / less sinister???
