Creating a web page + getting web address

I have foolishly volunteered as a retirement project to create a web page for my son's girlfriend which as just finished a Fashion & Design degree, and needs to promote herself. I know there is loads of things out there to help start from scratch, but would appreciate any recommendations for:
a) getting a .co.uk and a .com - address
b) the best place to host it (is that the term?)
c) link to the best free downloads to get going from scratch. No previous HTML knowledge but some programming knowledge, reasonably PC literate well certainly more than most females the wrong side of 50. I do have some HTML teach yourself disks so will certainly look at those, but they are around 5 years old now, and I know that things have moved forward fast. Obviously will start with a basic page, links to designs, etc., and make it more singing dancing as I learn.
Any idea, thoughts, recommendations are welcome.

I have 2 websites through 'easily.co.uk' - good prices, you can obtain your domain name through them, straightforward to use. I'm trying to put a Google map on there at the moment, but it's the only difficulty I've encountered and I've had one of the websites for a year. :beer:I only exist in my own mind - if you can see, hear or read me, you are a product of my imagination.0

123-reg.co.uk to get the domain name, not sure on the best hosting deals atm tbh and if you have programming experience just get a copy of something like notepad++ and code it from hand. Failing that if you want more dynamic content have a little look at things like AJAX, Ruby on Rails, PHP etc0

123-reg for .co.uk and godaddy for .com (google codes for discounts). Hostgator for hosting.
Just having a webpage isn't much use to be 'seen' online unless it's on the first page of google (98% of traffic on google goes to top 6 results!).
In term of promotion online press releases work well. Articles also work. Backlinks help natural search position. What about her doing a video of her work and uploading to youtube and embed links to her website in it.0 -
