The longer the queues are, the more generous the ATM is!

Joke aside; Four ago ago I was actually short changed by an ATM in Stansted. I took out £300 but only received £280. Man, did that p*ss me off.
I emailed my bank complaining and contacted them in person after returning from my trip but to no avail. The f rigging bank wouldn't budge. After that episode I only use ATM's on rare occations. Here's the funny thing: a couple of years ago, I withdrew a large amount from my account but the teller only had £20 notes. In one of the bundles there were 101 notes giving me £20 too much.I didn't tell the bank. ROUGH JUSTICE!

The ATM should have created a partial reversal to the amount that wasn't dispensed, and your account only debited what you received.
It's easy to identify if there was a problem at the ATM and this partial reversal didn't get back to the card issuer. Your issuer should raise a dispute with the acquirer, it's then up to the acquirer to confirm or not if it dispensed or not. The ATM journals and ATM balance would confirm this.

Sounds like your issuer was being a tad lazy and giving you the brush off.
Partial dispenses happen due to faulty dispensers/jams/power failures etc the majority are sorted on-line there and then by the reversal message flow.

Several kudos for being honest in this situation. It does test the resolve of some characters in that situation. It's kind of a strange one as several instances such as this have uccurred close to where i live. Mainly with Clydesdale machines. The people i know who kept withdrawing the money were eventually deducted on their accounts.

At least you have covered yourself in this situation which is honourable.

It might be an idea to check how the machines operate, whether they store information on the keys pressed in relation to the funds that have come out.

Any information can be found through NCR, based in Scotland who produce most of the worlds machines.
