It is rather difficult to answer this question without knowing a little more about your computer. However, computers do tend to get noisier as they get older, as they get clogged with dust etc. It is recommended to clean them out inside every so often using compressed air but most people don't bother. If your really bothered by it then buy a can of compressed air and open the case up to clean the dust out. However DO NOT under any circumstances use a hoover or cloth or most other things you would instinctively clean with. They will build up static inside the PC which can completely destroy components.0

Is anything blocked? Have you tried taking the case apart and removing any dust bunnies?0

Adding to the above suggestions, make sure you have a decent low-footprint antivirus installed and that there is nothing else running in the taskbar / background unused. Follow the spyware / malware stickies for advice.
Fan coming on every now and then is indicative of high CPU load, maybe caused by lack of system resources / too many programmes / services.Russia is HERE0
