Seller unable to receive money to paypal account?

Hi there.
I recently bought an item from a seller in hong kong. However when I went to pay by paypal, the seller wasn't able to receive funds into her paypal account.
I emailed seller and a few days later got sent a new invoice to pay via an email address, saying she was having problems with her paypal account. Is that because paypal have frozen her account
Am I right to be suspicious and not pay? It is for less than a fiver, but I'm still not happy. And if I don't pay how do i stop from getting a non paying bidder strike

Get the seller to change the paypal account linked to their ID, so that you can pay normally through My Ebay, or offer to wait until their account is reinstated if it turns out it has been frozen.0

If they have already had one account frozen, possibly because of a chargeback, I personally wouldn't trust them enough to send money to a different paypal account.
Do as masonic says and email them politely saying that you will either wait for the account to be reinstated, or pay if they can add the new paypal account to their ebay account. They probably won't be able to add the new account though as paypal will probably suspend that too as being associated with a frozen account, but it gives you a few more days to negotiate with the seller.

I'm always wary about sellers from the Far East as there's loads of scammers in that region! Personally I wouldn't have bought the item and it sounds a bit fishy to me that the paypal account is unable to receive any money.
It all depends on what and how much the item is and how you pay if something bad happens! I would do some research on the seller and go from there.
