Can tenant not sign the contract?

I letted out my spare room to two students at the biging of this month which I'm living in at the moment(01/06). And I agreed two of them to share the room. But yesterday, one of them moved out for his own problems with only noticed me at the minues before he moved out. And now another one remained in the room, who said will looking for his another friend to share the room with him again, which I agreed again. But then he said he plained to ask more than two other friends to share the room with him, which I denied. Then I asked him to sign the contract with me (which detailed that the room cannot be shared more than two people), but he refused. He said because I am not the landlord, as I'm sublet the room to him. And after that I tolk with my landlord,and the landlord said he had give me the whole house and allowed me to sublet the room, so I should sign the contract with the tenant not him. Then I told the tenant he could only sign the contract with me, but he insisted on his demand. And now given me another one more reason is because I didnt asked him to sign the contract before he moved in, so he not sign this contract now.
In this case, can the tenant refuse to sign the contract? And can I give him a month notice and ask him to leave? And if more than two of them share the room, can I ask him to leave as I am not agree?

Red Panda - you need to take your paperwork including your tenancy agreement and get good local advice: several of us on here have suggested that course of action to you . No-one on the forum has the full details of your contractual situation and from what you have said you need to sort out your full legal position with your LL urgently with qualified help.0 -

OK simply:
Letting/subletting accommodation to 2 other people means a House of Multiple Occupancy (HMO).
Lots of people have died ( broken boilers/poor fire escapes/overcrowding) or lived in substandard accommodation. So the government and councils regulate this type of accommodation.
You make housey HMO - means you become legally responsible for meeting the legal requirements and may be fined, get a criminal record for breaking law - understandy????
You making youself BAD GUY in eyes of LAW.... you do BAD subletting scenario YOU get in trouble - Mr. Landlord knows nothing. You responsible for making sure fire doors, specialist fire alarm, fire escapes and inspections....
If you take a deposit YOU responsible for registering in legal scheme if not the other tenants signing contract with you can sue you for 3x the ammount of deposit.0
