Alba Life - Policy Matured HELP needed

Not sure if in right place so apologies.

My Mum & Dad took a policy of some kind out for me (when I was born) with Alba Life. My parents divorced and I have not spoke to my Dad properly for around 15 years.
The policy matured in 1994 it seems.
My Dad contacted me via Friends Reunited back in 2003 and advised me of the policy and sent to communication he had with Alba Life. I contacted Alba Life who entually found the policy but could not do anything as permission was not guarantted to speak to me. I told my Dad this (we have only communicated by email) and he sent a letter to them saying permission granted for them to speak to me. Nothing materialised from it and I forgot all about it.
I found the paperwork again this week and thought would try again. Alba Life are now part of Pheonix Life. I contacted them and they could not find any policy details [probably because so old] and would refuse to talk to me as would go against the DPA which is understandable.
I was advised to send the paperwork to them which I have dont so today and see what they come up with. It seems my Mum has her name on the policy as one of the letters says she needs to sign something which she has not done.
Obviously as they cant find the policy on their system am a bit stuck and they wont speak to me because of DPA. I said my Mum would give permission but they need speak to her which I can arrange but we dont know which details to give as they say they cannot find anything.
I would like to know if
Can anyone give any help/ suggestions on what can be done?
Surely this must be a fairly common thing in the finance world that somehow must be able to be resolved.
In addition my Dad has recently had a stroke (I have been told) so not in brilliant health and dont wnat to have communicaton with him unless really need to.
