Gas fire installation - flue liner

I’m looking for some advice about gas fire installation – I had the smoke test done and was told that as smoke was coming from more than one of the chimney pots (shared with next door) that I need to have a flue liner installed before my fire can be put in at a cost of £400. The company said this was because the mortar in the bricks inside the chimney had broken down/loosened(?).
What I’m confused about is the chimney itself is quite new (was apparently put on about 2 years ago) and the neighbours only use an electric fire so I'm not sure why would that happen.
Does anyone know anything about this type of work, I want to make sure I'm not being ripped off before I have the work done!!

My mum looked into this when installing a gas fire in an old inglenook she had. Her house was about 300 years old, so rain damage/heat damage and so on had corroded the bricks in the chimneystack underneath the actual chimney rather badly. She was quoted 600 quid to line hers - I think a tube is run down the chimbly and concrete poured around the outside of it to create a new, stable stack lining.

It's about 80 years old.
The weird thing now is that I've had a 2nd opinion and they said it all looked fine! I never know who to trust in these situations. Maybe will get a 3rd opinion!0
