Help with our first house

We've recently moved into our first house, it is a small victorian terrace. the bathroom off the kitchen had previoulsy been removed and put upstairs. as our kitchen is small we wish to knock through into the old bathroom. Our question is as it is a supporting wall do we need planning permission? All the pipes are still showing and a cover was put over the old toilet, how do we go about taking those out.
Many thanks

A picture is worth a thousand words , but here goes
No to planing permision BUT yes to building regs , ( this is for your safety too)
Cover over toilet , do you mean that the pan has gone, but the waste pipe is still there. All the pipes are still showing
are they still full of water, doing some fuction??0 -
Sorry, yes the cover is over the waste pipe, no toilet. will building regs tell us where to put all the water/gas etc or is that for the builder?0

This might seem anti building regs
But here goes
building regs tells you what you cant or must do !
So its up to you ( or your builder) what to do.then comply with regs.
Get a couple of builders in , get them to give you some prices, have yet to meet a builder who wont give his opinion
