No Electricity Bill

Since we moved back into our house in October 06 after a year travelling we have not had an electricity bill. We have both our gas and electricity from British Gas and I since we had a new electricity meter fitted we've never received a bill. I have rang them countless times over this period and each time get told there has been a problem with the new meter but that it is being looked into and that I will receive a bill within a week. I have a guy come round every month to read the meter but 20 months on and still no sign of a bill.
I've missed all the capped tarrifs now with other companies as I was too scared if I moved it they would demand the money all in one. I'm hoping that if I stay with British Gas I will at least be able to negotiate a payment plan for the outstanding debt. The longer it goes on the more worried about the growing bill I get.
Has anyone ever been in this situation before or know what my rights are with regards to paying it back?

If a bill hasn't been produced(which is different to you not receiving one! e.g people can't claim it was lost in the post*) they can only bill you back for 12 months - so from June 2007 if you got a bill now.
Also they will normally give you a payment plan to pay back over 12 months.
*Was your house let while you were travelling? If so could the bill have been in the old tenant's name and forwarded to their new address? Has happened before - to me!0
