I'll do my best, I'll be going through friends of a friend & the English/Swahili barrier & dealing with 'African Time' (a manyana kinda thing) so it could take some time
you should be able to tell by the smell of it, I was about to buy a huge bag of it before I smelled it. it doesn't seem to be a con thing, it seems that in Kenya anyway, they call a certain kind of turmeric saffron. I Googled it from the ingredient list printed on a sachet I brought back in a set for a friend.
yours is from Zanzibar, it might well be the genuine article
Zanzibar trivia ... as well as being famous for spices, Zanzibar has a very distinctive musical tradition called Taarab, a kind of Arabic/African blend orchestral sound, wonderful stuff0 -

The selection you have
yellow and red curry powder
cinnemon
saffron
cloves
dried hot chillies
black peppercorns
coriander
sesame
then this G/powder
are all very basic spices which no well stocked spice rack should be without.
The one common Zanzibar spice which is missing from your selection which I would expect to be present in a basic spice selection is GINGER which of course can be sold as Powder.
I would risk tasting it and I'll bet this will solve the mystery.

I received a similar spice boat. When this message thread could not tell me what G Powder is, I opened it and smelled and tasted it. It is clearly Ginger. btw, I thought I was getting large bags of spice. They were cleverly packaged, They are thin packets barely enough for a meal. ...but they were free and I never heard of red curry.0
