7 % bonds a good deal?

Now that I've got a tidy sum to invest, I'm wondering whether some of the bonds I've seen advertised are a good deal. 7% sounds healthy, but I'm wondering whether it's best to get a year-long deal rather than a 3 year deal. A fixed 7% deal sounds good - and I know banks are offering good rates now that they're after our cash to fill their losses - but with the news yesterday mentioning the possibility of rate rises in the future, what do people think?
Any advice appreciated - I'm pretty new to investing.
