Leakey Mixer tap in kitchen

The image below shows a mixer tap which is similar to the one which I have in my kitchen.
The part circled in red seems to leak when the tap is turned on. It looks as if there is some sort of seal aaround it (like a rubber or glue or something), and some of it has decayed or worn away. Any ideas on how to replace the end bit, or maybe repair the existing bit?

The house is rented, and will eventually tell the estate agent, but want to wait until August after the contract is signed, so the rent is not increased - there have been quite a few repairs recently.

The washer is not the problem. As I said, it's the top part of the tap, where the water comes out. The bit which is circled on the image in the OP - nothing to do with washers.

it may've been repaired before, with the method suggested above,
but, have you tried to unscrew the end bit, it may just need a new 'O' ring, if
it won't unscrew easily, then you might find a tiny grub screw on the
underside of the end bit.0 -

I did make a small attempt to twist it, and it moved a tiny bit. I wasn't sure if I removed it, that I'd get it back on. I was also half worried about water spilling out of it uncontrollably.Amo L'Italia0 -

Clear silicone sealant available from B&Q, Focus, Wickes etc, or your local friendly DIY store.
Water won't spill out uncontrollably, as the tap will stop the water from running. However, you may find if you got it off, you might not get it back on! Personally, I'd go for the sealant, but make sure that the outside of the tap where you will be applying it, is clean and dry first.
