Why not try and contact the American Embassy in Jamaica and ask them if you can apply there?

Firstly, you do NOT need a passport to travel home from Belfast. Perhaps your airline would accept a certified copy of your passport, or some other travel document. I am sure that they would accept a Citizen Card, which can be issued within a couple of weeks. And of course there are buses, trains and ferries, for which you would need only a ticket and no ID.

Otherwise, why not arrange to meet your partner in Mexico? Convenient for Jamaica, and much cheaper and more interesting than the USA. You could even get away for a break in Cuba!

Thanks I have already done that but it is an automated email service that gives an automated response.

Thank you for the clarification on that. I need to get back to the UK asap after submitting the passport as if i get the date they offered it is the day before my degree results are released which decides everything really.

Mexico does sound nice, and he will be working there. I have family in the states and i went when i was little and have always wanted to go back but we'll see now.

Thanks once again for the help.

Just to update I have booked to go to Belfast. I'm hoping a cancellation will come up closer to the time that I will be able to go to .

    Thanks for everyone's help.
