Does anyone know this..
I have been moved into a Housing Association property 4 weeks ago(ish)
and on the outside of the house is an electric key-meter..We have been informed that we cant change this massively expensive thing for 6 months !!!
Does anyone know if they are allowed to do this or is there something we can do to bring our bill down?

Who have you been informed by and is there any sort of written agreement regarding the meter?
I don't know much about meters myself but someone will be along shortly who does.

As above, it all depends on who told you you couldn't take it out.
If it is in your lease then you'll need to take it up with the HA.
If it is the supplier, did they say why?
You might find a cheaper supplier - have a look at the comparison sites.
You may even find that another supplier will take it out more quickly, but get the full story from your current supplier as they might be quicker.0 -

If you are the bill payer at the house, you can get the meter removed, its down to yourself, any agreement the last occupant had at the house with the pp meter installed is now void now you have moved in. As SwanJon said, if you call them ask them why, if your not happy with the outcome then switch to another supply.

You might or might not be able to get the meter changed - see comments above.
But switching supplier should be an option.
Have a look at the comparison sites and take a close look at ebico in particular - they don't charge any premium for their pre-payment customers. See their rates here:

Some companies will not give you a 'normal'(credit) meter if you have a poor credit record, or simply that they have no record of you as a customer.
However many will change your meter if you pay by Direct Debit and put down a returnable deposit.0
