I currently use microsoft picture it to do all of my design work

Recently though clients have been asking me to design stuff with specific colours used according to the Pantone Colour Charts

Which is the best / easiest software to use that utilises this facility

where is it best to get it and how much?

Paintshop Pro (£85) is a good product that won't break the bank. Adobe Photoshop (£400-500) would be the package of choice but it's very pricey.

Alternatively Gimp is a very good free alternative. It was originally Linux based, but I believe it now comes with Windows installers. I'd possibly look at this solution first as it may save you some cash.

You may find Serif PagePlus helpful. I don't use Pantone, but I've looked back through past manuals and see that it is supported, e.g. PagePlus 8 manual says 'One solution is to use the PANTONE Color Picker built into PagePlus, which lets you add Pantone colours to the colour palette'. The latest version is PagePlus 10, but you can pick up older versions for free at https://www.freeserifsoftware.com , on computer magazines or try eBay to pick up old versions cheaply.
