just opened my former homeowners cc statement and the poor sods DD bounced. he was 40 in credit anyway so why they are taking a dd i dunno, anyway they have charged him a tenner.
since i dont know where he lives, should i inform the cc company he has moved and sort his charge out?

I'm no lawyer but I'm pretty sure you're not supposed to open mail not addressed to you.
You should have returned the letter to the sender, stating not known at this address.0 -
True, opening somebody elses mail is an offence no matter how well intentioned.
Personally, I wouldn't get involved, you may just make matters worse for him/her by confusing the situation and not knowing the full circumstances. Regardless the card company would not be able to discuss another persons account with you due data protection etc.
Just return the opened letter to the card company and let them sort it.0
