Is she being diddled by her landlord?

I'm sorry if you dont like our "tone" on here - but as i said already, your title says a lot -
if you post on a public forum, you will get answers from a wide variety of folks - you may not like some of them - thats how life is
no one that i have read has been rude or insulting to you - simply told you their views - some of which do not agree with your original premise of "diddling landlords"
you are also asking on behalf of someone who has already moved out - so seemingly - no negotiating with the LL in advance, no trying to have a civilised conversation about how to mutually end the tenancy to both parties satisfaction in advance
why dont folks just talk to each other in a civilised manner and sort things out before crisis is reached
your friend is now blaming the LL cos she is short of money paying for 2 places - when in reality had she discussed matter with the LL ages ago - a new tenant could have been living there already and every one could have been happy
she needs to take responsibility for her own actions and stop blaming others for her lack of consideration
as someone else has said - if a LL said part way thru a tenancy "off you go" to a Tenant - there would be hell to pay .....0 -
To clarify the council tax thing, if a property is unoccupied and unfurnished it will be exempt from council tax for an initial period of 6 months. That hasn't varied across any council I have had to deal with (and I think we're into double digits now)
If a house is furnished and unoccupied (or unfurnished but past the initial 6 month exemption period) then that is what seems to vary between 50-90% across Local Authorities.Everything that is supposed to be in heaven is already here on earth.

It's a shame but I'll think twice before coming here for advice again......... I don't think I would want to ask for help again though now that I have seen how some other posters reply.
Try not to take everyone's comments to heart-if some posters' angle on things really get to you, you can always put 'em on your "ignore" list. The problem with being online is that this ability that we all have to misinterpret the words of others gets magnified because of a lack of visual clues. Just like in the "real" world, there will be those that have the same view as you, and others who see things differently. You will on occasion even get posts from those who profess to care neither one way nor t'other but still want to join in
