changing colour on AVI files??

in Techie Stuff
i have an underwater camera which takes AVI files. It cant be white balanced in the videa mode so the films come out a bit blue in colour. Is there any kind of programme (free!) that is similar to photoshop does anyone know? I already have studio by pinnacle but cant see anything on there

Virtualdub might be able to do it.
Looks like there is a filter for white balance:
