This stupid VED thing-is it me?

Just trying to get my head around this new car tax. I have a Citroen Synergie registered on 19/3/2001. My current tax (due 30/6/08) is £170 for 12 months. This will rise to £260 from April 09 and be £270 from April 2010.
If my car were registered 20 days earlier I'd be paying £185 instead of £260 next year. Grr. Don't get me started.
So, how sure are we that these new rates will be implemented given that they are just strange?
Is it worth me buying 6 months' tax now so I can buy 12 months' tax at the end of Dec at the lower rate of £170. I know that looks like the best way if I do the sums but only if Humpty Dumpty Numpty doesn't change his mind.
I'm intending to run the car for as long as possible before I change it, but I don't have a crystal ball - I didn't have one in 2001 either, surprisingly.

This is what everyone is complaining about, no body in 2001 was considering the "green" issue when buying their new car, so the government is placing a tax against something which has already been done and the new tax is a punishment for a decision made 8 years ago.
The current Government is on it's way out, if you heard PM Questions last week Brown tried to avoid every point made by Cameron regarding this issue.
The new rates of VED will be another of the great back downs of Gordon Brown.0
