Claiming from council following accident and are accident helplines any good ?

I had an accident on my bike last week, slipped on some diesel or oil on the road and mashed my face up pretty bad. At the time I was knocked out, etc. so in no fit state to question highways agency. The police did ask them to look at the road, later on they shut it and treated the surface, although I don't know if it was to clean up my blood (lots) or clean up the oil, or both perhaps.
Q1. I'm not really into the "blame culture" but pretty much everyone is saying that I could and should make a claim as the accident wasn't my fault. I see it as "one of those unfortunate things" but obviously would be daft if I'm turning money down when I will be facially scarred for the rest of my life. So, in your experience is it worth pursuing ?
Q2. These adverts on the telly for No win No fee, 100% compensation paid - they get funded somehow so I figure that they charge a hefty fee somewhere along the line to pay for the flashy adverts. Are they worth contacting or is there a better way, should I decide to follow it up that is...

The blame lies with whoever spilt the oil/diesel
The police would investigate if it was a serious accident, not really worth it otherwise0 -

I think you would have problems making a claim. The only time you could succeed is if you could show that the council knew of a problem and had shown negligence in not dealing with it.
Sorry you got hurt but I think you need to see it as one of those things and let it go. Hope you recover quickly.0
