Actually government legislation doesn't state you can take your pension at age 55 - it just states that you can't take your pension before age 55 (other than in ill-health or a few other exceptional cases). There can be plenty of reasons why you might not be able to take your pension at 55 (e.g. it not having grown enough to cover the statutory element of your pension called GMP, which has to be included in your pension from age 60 or 65), and it's usually at the scheme or employer's discretion. The scheme only has to pay your benefits from your normal retirement age, which is usually somewhere between 60 and 65. Even if you are allowed to take your benefits at age 55, almost all schemes will reduce your benefits if they start to be paid before your normal retirement age, because they have to be in payment for longer so it costs the scheme more.
