You can get compounds you mix up to join metal surfaces but I wouldn't trust them for holding a seat in place. Having a securely fixed seat is a pretty important sfaety feature in a car so I'd get it repaired properly.
It's my problem, it's my problem
If I feel the need to hide
And it's my problem if I have no friends
And feel I want to die

This is the sort of thing I was thinking o by the way, I just wouldn't use it where safety is concerned.

If it is just a sheared bolt holding the seat then replacing the bolt is the best option.
Welding inside a car can set fire to the carpet etc.
Can remove the bolt by drilling and bolt extractor. I would leave it to the garage as they will have the tools needed and should avoid drilling through anything important.
