Need a credit card but not money!

Hi,
I just recently moved abroad and am needing to transfer money between English and foreign bank accounts. The easiest way for me to do this is with paypal but to link my paypal account here in Sweden with my bank account I need a credit card. I can't get a credit card here because I've been here a matter of months and have no credit history.
I have no intention of ever using the card other than for this. Is there any company in the UK that are likely to issue a card? I have a fair credit history in the UK - but not stunning. I understand it's becoming more and more difficult to obtain credit.

Best way to transfer money between accounts within the EU is by IBAN telegraphic transfer (SWIFT). Ask your originating bank, they'll be able to do the transfer for you. The charge is normally £10-15.0

To do this with Natwest (my bank) you have to be in the UK to instigate the transfer as you have to visit a branch.
Also - I don't want to pay that much every couple of weeks when I want to move money between my accounts. It would end up costing me nearly £30 a month. Especially not as they are so slow!0
