Everyone I have tried to boost seems full??? even though the %'s are all different

I've been through 2 rainbows, 1 oxygen tank and across three stars but they haven't done anything to improve my position and my token count is still 000.
When I crossed the tank, my oxygen supply went up, the balloon went into the next site but when I caught up with it all the extra oxygen had gone again.
Every MSEr I look at has already had 5 boosts but I could with some please.
