Item not as described

Hi,
I brought a buggy about 3/4 weeks ago, described as great condition, and £20 postage 2/3 days.
It took the seller a week to send it to start with.
When I recieved the buggy, it was a little less than great ( had apparently been washed before sending but I couldnt see where.. )
One of the back wheels was out of alignmet and really wonky, the bumper bar did not click into any position it just fell when you put it up, the raincover was loose and clearly did not belong to the buggy.
So I sent her an email straight away, describing the issues and after a few days of not using it I decided to send it back.
Cost me £8 next day delivery.
I then had to chase her up to find out what was going on with refund, she said she had been in contact with paypal helpline and was willing to refund the cost of the buggy but no postage. I just wanted my money so just asked her to refund within 24h., as I had paid via paypal straight away.
2 days later I still had not recieved an further communication or payment so opened an item not described thing, still no communication and I need the oney to get another buggy. so upped it to a dispute.
It is now under review with paypal.
Will it take very long? and what do I do about feedback for the item?
It really was not as described, and I took pictures to prove what I was saying.

1. You won't get the return postage, you will get the original postage.
2. Neg them after it's resolved. I recently bought something that was wrong (condition not as described and a push mower rather than a self propelled), but the seller got a positive (a) because I believed it was an honest mistake and (b) because he refunded immediately. Your seller has been a git and I'd like to know that if I bumped into them.0 -

It will take roughly a month.
Leave feedback whenever you want.
Be aware that if you win (as you probably will) Paypal will require you to provide proof of delivery of the returned item.
i.e. Royal Mail Recorded or Special Delivery.
You wont get a refund without it.0 -

It was sent via a courier ( dhl ) does that count with tracking? as I have the details and printed out confirmation of delivery.
This is my first negative experience with ebay in 2 years so wasnt sure what to do.

yes, dhl will be fine, you will need the tracking number off the paperwork the driver gave you.0
